JiLi333 Gambling Advertising: The Rules and the Red Flags
PAGCOR's Responsible Gaming Code of Practice says gambling advertising must be socially responsible: no ads aimed at people under 21, no suggestion that gambling solves money problems, and no misleading statements about odds and prizes.

Gambling advertising is everywhere a Philippine phone goes, and much of it would not pass the rules PAGCOR publishes for the industry. This page, part of the financial counseling pillar, sets out what PAGCOR’s own code says an ad may and may not do, what changed with outdoor ads, and how to use those rules as a filter for anything that lands in your feed.
What PAGCOR’s code says about gambling advertising
PAGCOR’s Responsible Gaming Code of Practice, version 6, has a section on advertisements. Its general rule: advertising in any form of media in the Philippines must be socially responsible, must not encourage gambling that could lead to financial harm, must not be directed at children or feature people who are or appear to be under 21, and must not suggest that gambling can solve financial problems.
The code says ads should not:
- Be directed at, or catch the attention of, people under 21.
- Suggest that skill and talent can change the result or assure a win.
- Give the impression that gambling is an accepted way to make money.
- Include misleading statements about odds and prizes, or ensure winnings that are not guaranteed.
Casino ads: the mandatory elements
| Element the code requires | Where it applies |
|---|---|
| A prohibition-of-under-21 logo | Ad materials |
| The slogan “Keep it Fun” | Ad materials |
| “Keep it Fun. Game Responsibly.” | End tag for radio ads |
| “Gaming for 21 years old and above only. Keep it Fun. Game Responsibly.” | TV, print, billboards, web promos and other media |
The code lists the media it covers, from print, TV and radio to websites, blogs, social media, e-mail, SMS and calls, posters, billboards and mobile ads.
Gambling ads philippines: what changed outdoors
In July 2025 PAGCOR ordered licensees, suppliers, system administrators and venue operators to remove gambling-related outdoor advertisements, including ads on trains, buses, jeepneys and taxis, as BusinessMirror reported on 11 July 2025. Only institutional or responsible-gaming campaigns, subject to PAGCOR’s approval, were to be allowed.
In June 2026 PAGCOR went further: a headline on its own site says it directed operators to replace existing responsible-gaming advertisements with materials promoting the 24/7 National Problem Gambling Helpline, on billboards, wallscapes and digital displays, by 15 July 2026. That helpline is listed with its number on the financial counseling page and the mental health hotline page.
Ad claims that should close the page
Use PAGCOR’s rules as a checklist. Close the ad, and do not tap its link, if it:
- Promises a win, a fixed profit or “guaranteed” returns.
- Says a pattern, a trick or a skill beats the game.
- Presents gambling as a way to pay bills or clear debt.
- Shows no 21-and-over notice.
- Pairs a casino link with a loan offer; the loan app checks explain why that pairing is dangerous.
Ads for casinos keep filling your feed while you are trying to stop
Use your platform’s own ad settings to hide or report gambling ads, unfollow accounts that post them, and remove casino links from your bookmarks. If the urge is strong, call a helpline before you scroll on.
Ads versus checks
An ad tells you what a site wants you to think. Checks tell you what is true. If an ad leads you to any lobby:
- Do not tap the ad’s link; type the address yourself.
- Run the checks on the JiLi333 casino review checklist before you trust the page.
- Set your budget before you open the lobby, never from the ad’s offer.
